Kèr Gèbkíhv (/gɛb/ /kɪ̞v/ [stall; kiosk] [foreign]) is a subtropical Town located in the Suamaga County of the Picham Community.

The name Kèr Gèbkíhv is derived from the Tauric language, as Kèr Gèbkíhv was founded by Yakdraetrude Iwan Rāka, who was culturaly Tauric.

Climate

Kèr Gèbkíhv has a yearly average temperature of 29°C (84°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a warm 26°C (78°F). Kèr Gèbkíhv receives an average of 69 cm/y (27 in/y) of precipitation, most of which comes in the form of rain during the spring. Kèr Gèbkíhv covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4254 m (13956 ft) above sea level.

Overview

Kèr Gèbkíhv was founded durring the late 16th century in fall of the year 1495, by Yakdraetrude Iwan Rāka. The establishment of Kèr Gèbkíhv was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Kèr Gèbkíhv's construction back out of the project. Yakdraetrude Iwan Rāka pushed on reguardles, and Kèr Gèbkíhv was finished, but starts off as a terible place to live.

Kèr Gèbkíhv was built using the conventions of Tauric durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Kèr Gèbkíhv is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Kèr Gèbkíhv is buildings are arranged arround a single spacious paverstone mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Unfortuantly, these millitarily questionable fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

Kèr Gèbkíhv seems to be abandoned at first. There are people present, working their trades and going about their business like any community, it’s just they are absurdly quiet. Just as you start to think there might be trouble, you see most of them are reading. The entire town feels like a library, with those not reading remaining quite to not disturb those who have their nose in a book. The longer you remain in Kèr Gèbkíhv the more you start to wonder if you’ve entered some strange open-concept University rather than a town, but you can’t quite say such with certainty.

Civic Infrastructure

Kèr Gèbkíhv has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Gèbkíhv. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Gèbkíhv's parks.

Kèr Gèbkíhv has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Gèbkíhv.

Kèr Gèbkíhv has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Gèbkíhv has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Gèbkíhv has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Gèbkíhv's public wards, blessings, and other arcane systems.

Kèr Gèbkíhv has an Arts Academy which provides higher education in many fields including math, language arts, philosophy, engineering, and other such disciplines.

Kèr Gèbkíhv possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Kèr Gèbkíhv has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Gèbkíhv's natural decorations nor waterways.

Kèr Gèbkíhv has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Gèbkíhv has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Kèr Gèbkíhv's bank was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

The Hellfire Ignis near Kèr Gèbkíhv are known to be almost tame, such that they can be put to domestic use.

Kèr Gèbkíhv's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves drinking to channel Elven High Magic energies of tier 2 via proclamations.
